This Operating Policy establishes the fundamental principles and guidelines for all Leaders, Commanders, and Administrators within Fleet High Command (Fleetcom). It serves as a framework for ensuring consistent and effective operations, upholding integrity, and promoting a culture of respect and accountability.


I. General Principles:

A. Field of Vision:

Fleetcom's operations are guided by a shared Field of Vision, defined as a unified focus on achieving common goals through shared values and principles. This vision is established through a set of universally applicable guidelines that ensure alignment and consistency across all operations.

B. Operating Procedures:

All Leaders, Commanders, and Administrators are responsible for operating within the framework of this policy. Operating is defined as the act of leading, managing, and overseeing various aspects of Fleetcom's operations. All operations, regardless of their specific context, must adhere to this policy.

C. Carve-Outs:

While this policy serves as the overarching framework, specific operations may require unique adaptations. These adaptations, known as carve-outs, are exceptions to the general policy. Carve-outs must be agreed upon in writing by the Fleet High Commander, the Operation's Senator, and Judicial Director. Once approved, the carve-out will be formally incorporated into the specific operation's SOP.

D. Reference to Judicial System:

The Judicial System serves as the primary reference for all terms and conditions within this policy.

II. Leadership Operating Procedures:

A. Leadership Responsibilities:

Leaders, Commanders, and Administrators are entrusted with the responsibility of maintaining a cohesive and efficient community within Fleetcom. They are expected to:

  • Lead with Integrity, Honor, and Respect: Upholding the highest ethical standards in all interactions with subordinates.

  • Think Universally: Consider the broader implications of decisions and actions, ensuring they align with Fleetcom's overall objectives.

  • Apply Big Picture Ideals: Prioritize the long-term vision and goals of Fleetcom in their decision-making processes.

  • Reasonably Propagate Results: Communicate progress and achievements effectively to all stakeholders.

  • Utilize Assets Efficiently: Optimize the use of resources to maximize effectiveness and minimize waste.

  • Uphold a Professional Image: Maintain a professional demeanor and conduct that reflects positively on Fleetcom.

B. Unacceptable Conduct:

Leaders, Commanders, and Administrators must avoid behaviors that undermine trust and accountability. Unacceptable conduct includes:

  • Indifference: Failing to address concerns or issues raised by subordinates.

  • Dismissive Attitudes: Demonstrating a lack of respect for subordinates or their contributions.

III. Addressing Out-of-Control Leadership:

A. Protection:

In situations where a Leader, Commander, or Administrator exhibits unacceptable conduct, potentially creating a hostile or oppressive environment, Fleetcom will implement protective measures to safeguard the community. These measures may include:

  • Blanket Protection: Providing support and resources to those affected by the individual's actions.

  • Reversal of Actions: Undoing any detrimental decisions or actions taken by the individual.

  • Warning: Issuing a formal warning to the individual regarding their conduct.

B. Actionable Response:

Fleetcom will take appropriate actionable responses to address out-of-control leadership, including:

  • Formal Investigation: Conducting a thorough investigation into the individual's conduct.

  • Disciplinary Action: Imposing disciplinary measures, ranging from reprimands to removal from their position.

  • Legal Action: Pursuing legal action if necessary, in accordance with the Judicial System.


IV. Conclusion:
