Rank, Rate's, Title's...
Ranks are positions that are earned that hold the most amount of say, authority, and or power. And, This increases per rank increase. These positions are not a right but, are a privilege to hold. The higher you are, The more required, expected, and needed of you. After a certain rank you start needing to train for the positions that are ahead. So, If you are to be promoted to a NCO, You will need NCO Training to hold that position. Time is also another factor at play, You are simply not going to come in as a General (O10) or a Officer on day one. The people that hold these positions have fought for this community.
